in 2006, carmona released landmark surgeon general s report on health effects of secondhand smoke. carmona s report underlined risks of secondhand smoke exposure, stating: debate over. science clear: secondhand smoke not mere annoyance, serious health hazard. report encouraged adoption of indoor smoking bans , noted such bans did not appear have harmful economic effect on bars , restaurants. after leaving office, carmona testified before congress bush administration had tried years water down findings on dangers of secondhand smoke, , had pressured him not testify in tobacco industry s racketeering trial.


in earlier testimony before u.s. congress, carmona stated not object ban on tobacco products if congress chose go way. bush administration distanced statement.
