after death of stalin in 1953, new soviet leader nikita khrushchev halted nkvd purges. 1950s 1980s, thousands of victims legally rehabilitated (i.e., acquitted , had rights restored). many of victims , relatives refused apply rehabilitation out of fear or lack of documents. rehabilitation not complete: in cases formulation due lack of evidence of case of crime . limited number of persons rehabilitated formulation cleared of charges .


very few nkvd agents ever officially convicted of particular violation of s rights. legally, agents executed in 1930s purged without legitimate criminal investigations , court decisions. in 1990s , 2000s (decade) small number of ex-nkvd agents living in baltic states convicted of crimes against local population.
