in 2001, going out program launched xu guangchun, head of sarft, deputy head of publicity department of communist party of china after urgency of bringing voice of china world presented jiang zemin, former president of china. idea of english channel brought out in 1996. cctv-4 had 3 half-hour english news broadcasting everyday, later, on 25 september 2000, cctv-9 satellite channel set first 24-hour english channel, aimed establish oversea market. in october 2001, cctv had partnered aol time warner , other news corporation. cctv had given corporation access chinese media market in exchange cable delivery in , europe, delivering cctv-9 programs.


currently cctv has 10 channels broadcasting around world (cctv-娱乐 (entertainment), cctv-戏曲 (chinese opera international), cctv-13, cctv-4 in chinese, cctv-news , cctv-9 documentary) in english, cctv-français in french, cctv-español in spanish, cctv-العربية in arabic, , cctv-pусский in russian. cctv-4 asia used japanese in japan. portuguese channel planned near future.


the cctv-4 channel split 3 separate channels on 1 april 2007—each serves different time zones: china standard time (cst), greenwich mean time (gmt), , eastern standard time (est) in order improve service audiences around world.


on 25 july 2009, cctv launched arabic-language international channel, stating aims maintain stronger links arabic nations. dialogue, china story, documentary, , science & technology review program air on cctv-a 6 time day. arabic channel serves middle east, north africa, , asia-pacific region.


on 10 september 2009 cctv began broadcasting russian-language channel.
