political career
first term

a member of nacionalista party, kalaw first entered politics in 1953 when campaigned nacionalista presidential candidate , former defense secretary ramon magsaysay, ran against incumbent president elpidio quirino. in 1957, campaigned senator claro m. recto when ran president against incumbent president carlos p. garcia. during garcia administration, kalaw headed national economic protectionism association, non-government organization staunchly promoted economic protectionism , promotion of filipino businesses , products.


during 1965 senatorial elections, kalaw part of senatorial slate of nacionalista party candidate ferdinand marcos , won. senator, introduced total of 41 bills, including ones salary increases of public school teachers (ra 5158); creation of local school boards (ra 5447) , of barrio high school charter/magna carta private schools (ra 6054); educational financing act (ra 6728) , inclusion of presidents of student councils in board of regents of state colleges , universities. during term, chairperson of senate committee on games, amusements, , tourism, senate committee on national minorities.

relations between kalaw , ruling nacionalista party uneasy under marcos administration. increasing authoritarianism of marcos government led kalaw become 1 of few people within party criticize administration. 1971, convinced party not include in senatorial slate upcoming elections, kalaw decided accept offer cousin, opposition senator benigno aquino jr., become guest candidate of liberal party. during party s miting de avance @ plaza miranda in quiapo, manila on august 21, 1971, kalaw among senatorial candidates present when unidentified assailant threw 2 hand grenades @ stage. wasn t injured, fellow party members such senator jovito salonga, manila mayoralty candidate ramon bagatsing , manila city councilor ambrosio lorenzo, jr. among harmed. on election day, however, kalaw, 5 other liberal party senatorial candidates—jovito salonga, genaro magsaysay, john henry osmeña, eddie ilarde , ramon mitra, jr.—won 6 out of 8 senate seats. first-ever female filipino senator win 2 consecutive terms.


since plaza miranda incident, kalaw dedicated second term becoming full-time opposition president marcos. however, marcos declaration of martial law , abolition of congress cut short term. nevertheless, continued in activism in opposition of martial law, resulting in imprisonment @ fort bonifacio twice, including 1 in 1979 allegedly participating in coup attempt against marcos.

following release prison, kalaw worked unite fragmented opposition bringing remnants of liberal , nacionalista parties form united nationalist democratic organization (unido), serve main opposition party against marcos kilusang bagong lipunan. assassination of opposition figure benigno aquino jr. on august 21, 1983 further emboldened opposition parties fight marcos, , in 1984, kalaw ran assemblywoman , won 1 of 6 seats in regular batasang pambansa manila. joined fellow unido assemblymen jose atienza jr., carlos fernando, gemiliano lopez, jr. , gonzalo puyat ii occupied 4 of remaining seats (the last seat going kbl candidate arturo tolentino).


vice presidential bid

in november 1985, president marcos called snap presidential election in order convince american government still in control of philippines amid economic crisis affected country since assassination of aquino. kalaw, along senator salvador laurel, among opposition members expressed intention run president. however, majority of unido members preferred aquino s widow corazon aquino party s official presidential candidate. both laurel , kalaw decided give in aquino after nationwide signature campaign gathered more million signatures urging aquino run president. in choice of vice president, however, aquino chose laurel on kalaw, decided unsuccessfully ran third vice presidential candidate under kalaw-wing of liberal party. however, snap elections on february 7, 1986 mired allegations of rampant fraud government, , tandem of aquino , laurel came power president , vice president respectively after peaceful people power revolution february 23–25, 1986 toppled marcos regime.


post-edsa revolution

after people power revolution, kalaw joined opposition against corazon aquino s administration. among few unido members joined grand alliance democracy, coalition party consisted of defectors marcos kilusang bagong lipunan, nacionalista party , unido. 1 of gad s senatorial candidates during 1987 senatorial elections lost. in 1992, kalaw reunited former vice president laurel, , 2 ran nacionalista party s candidates president , vice president during 1992 philippine presidential elections, both lost aquino s defense secretary fidel v. ramos , former actor , senator joseph estrada.


kalaw s last foray in public service appointment managing director , resident representative of philippines @ manila economic , cultural office, country s de facto embassy in taipei, taiwan during ramos , estrada administrations.
